As Pilot In Command of your aircraft, you alone are responsible for the qualifications of the person in the other control seat.
FAR 91.109(b): “No person may operate a civil aircraft in simulated instrument flight unless – (1) the other control seat is occupied by a safety pilot who possesses at least a private pilot certificate with category and class ratings appropriate to the aircraft being flown.”
The persons listed in SAFEBOOK have offered to be safety pilots. Experimental Aircraft Association, Inc., and EAA IMC, LLC, have not investigated their qualifications and do not accept any responsibility for their certifications, medical condition, or competence.
