Ultralight Council Charter

Mission

The Ultralight and Light-Sport Aircraft Council (ULSAC) promotes participation and preserves the privileges of the ultralight and light-sport communities to safely enjoy Ultralight and Light-Sport aviation. This is accomplished by:

• Council members actively participating in the Ultralight and Light-Sport aircraft communities and ensuring these communities needs are represented in council business;
• Providing expert advice, analysis and assistance to EAA staff and EAA Board of Directors regarding the needs and interests of the Ultralight and Light-Sport aircraft communities.

Objectives

1. The ULSAC will strive to increase participation in our sport by:
• Promoting the affordability, accessibility and portability of Ultralight and Light-Sport aircraft;
• Creating pathways for flying and building of Ultralight and Light-Sport aircraft;
• Working with EAA chapters and the Ultralight and Light-Sport communities on a grass roots level to bring value to these communities.
2. The ULSAC will strive to preserve the privileges and reduce barriers that threaten freedoms to fly and inhibit growth of the Ultralight and Light-Sport communities by:
• Preserving the privileges of Federal Aviation Regulation Part 103 and the Light-Sport Rules;
• Improving the accessibility of and reducing the cost of flight training;
• Seeking alternative solutions to reduce the cost of participation.
3. The ULSAC will strive to improve the safety of our sport by:
• Promoting safe practices and methodologies in the flying, designing, construction, testing and maintenance of Ultralight and Light-Sport aircraft.

Membership

The ULSAC shall consist of 5-7 EAA members appointed by the EAA President.

ULSAC members will be selected on their skills and experience within the Ultralight and/or Light-Sport communities. Collectively, members will represent a broad spectrum of experience that represents the diversity of the Ultralight and Light-Sport communities and contributes to the ULSAC mission. Members will normally serve a three-year term, renewable one time for a maximum of six years.

Chairperson

The ULSAC chairperson shall be appointed by the EAA President and additionally serve on the EAA Board of Directors while they are chairperson of the ULSAC. The chairperson will normally serve a three-year term, renewable one time for a maximum of six years. The ULSAC chairperson will attend EAA board meetings and perform other assignments as necessary and appropriate while serving as an EAA board member.

Meetings

The ULSAC will convene as necessary, normally twice per year in Oshkosh, during AirVenture and in the fall in conjunction with the EAA Hall of Fame ceremonies. Telecoms or online GoToMeetings will be conducted as necessary to facilitate the continued work in implementing the ULSAC mission and objectives.
