Updating Operating Limitations for LSRI

With the MOSAIC rule package expanding Light Sport Repairman privileges to condition inspections on experimental amateur-built aircraft, many non-builder owners (NBO) are earning their Light Sport Repairman-Inspection (LSRI) ratings to perform their own condition inspection. In order to take advantage of the LSRI certificate, the owner will need updated operating limitations with the enabling language adding LSRI owners to the list of approved certificate holders who may conduct a condition inspection on the aircraft. These operating limitations became available with the release of FAA Order 8130.2L in January 2026.
Order 8130.2L was recently superseded by FAA Order 8130.2M.
This new version brings an additional desirable change to the standard operating limitations that no longer calls out a specific flight test area (e.g. 30nm of KOSH), but instead states that anywhere in the United States that conforms with 14 CFR 91.305 is acceptable for flight testing. Section 91.305 states: No person may flight test an aircraft except over open water, or sparsely populated areas, having light air traffic.
For these reasons, many E-AB owners are interested in updating their operating limitations. Since the process is complex and not always intuitive, we worked with FAA DAR Joe Norris to record a step-by-step video of the process that uses the FAA’s AWC portal.
